Test publishing with Google Docs

The workflow is to update images to a designated album on Picasa, and insert those the images from the album to Google Docs.

What exactly are you trying to do? Are you trying to find the best way to create PDF files containing text and images, or are you trying to find the best way to distribute images?
If it is the second, another nice way to store images and other files is by uploading them to WordPress. WordPress supposed to be a blogging platform which provides its own interface for inserting media into your posts, but their interface is cumbersome so I usually just make my posts in HTML mode. Fortunately, each item you upload has an absolute URL that you can link to from anywhere.
